Order Base Modification Does Not Re-Release the Lines with Updated Data

Symptoms
Initially Order Base Lines are Auto Released during Order Base Creation . Later an Order Base Modification is processed into OTM with change in quantity on one off the Order Base Lines. Following is the expected and actual behavior after the Order Base Modification is processed.
Expected Behavior
1. All Order Base Lines are Re-released with updated data.
2. A New Order Release is created
3. If the Order Release is planned into a Shipment and the Shipment is eligible to be edited, Data on the Shipment Ship Units are edited accordingly
Actual Behavior
Only Modified Lines are released again and the original Order Release is replaced with a new Order Release with only Modified Lines (the Order Base Lines which are not modified are lost)
