Symptoms

On : 12.1.3 version,R12RUP8, Assignment,Term,Pay,ChgMgr,LOA, production

When an employee has an assignment change dated from tomorrow, the workflow errors following Manager approval .
If the assignment change is removed or the workflow is re-tried on a subsequent day the workflow completes successfully. This is seeded workflow and functionality.

ORA-20001: This person is not eligible for the element associated with this absence type



Steps to Reproduce:
The issue can be reproduced at will with the following steps:

1. HRMS Manager>People: Enter and Maintain
2. Search for Employee
3.Complete Assignment Change from tomorrow (08-Jul-2016)
4. Employee has requested time-off on 4th of July and Manager approves today (07-Jul-2016)
5. When manager tries to approve the error occurs
