Territory Management - Territory View Pages Shows Columns for High and Low Values When Qualfier is Only an Equal To Field (Doc ID 2182469.1)

On : 12.1.3 version, Territory Definition

ACTUAL BEHAVIOR

Territory Management - Summary of Territory does not display the value and contains high low for =

After we create the territory and click on the name of the territory, we see the following issue >
- For some equal conditions, it is showing the from and to values as Value1 and Value2 (when there should only be Value1 since this is an 'Equal To' qualifier).



EXPECTED BEHAVIOR
-----------------------
The view territories pages should show the values entered in when the territory was created correctly.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Territory Management > Territories
2. Click on the Name of the territory with the Customer Name Group Included as a matching attribute.
3. Or - click on the name of a territory using 'Channel_Category' or 'Channel_Type' that use the 'equals' (=) value - these show as Value1 and Value2 (when it should only be value1)

Due to this issue, users cannot confirm if the territories are setup correctly
