The Dispatch Center Plan Board Does Not Show Engineers Without Shifts

Symptoms
On : 12.2.5, Dispatch Center
On the Dispatch Center form > Plan Board tab, Engineers that do not have a shift do not appear in the list of resources.
This is happening regardless of the Value of Profile Option "CSF: Display Nonworking Engineers" .
When the profile is set to 'Yes' the resources still do not display.
The expectation is that, when the profile is set to 'Yes' engineers that do not have a shift should be displayed.
Steps:
1. Navigate to the Dispatch Center
2. See that Engineers that do not have a shift are not displayed.
