Unable To Create New Charge Account Combination Even Though "Allow Dynamic Inserts" Is Enabled (Doc ID 2183505.1)

When attempting to create new charge account with "Allow Dynamic Inserts" enabled,
the following error occurs.

Please choose an existing combination.

The issue can be reproduced at will with the following steps:
1. Login to iProcurement Responsibility
2. Shop > Add Item to Cart > View Cart and Checkout
3. Checkout > Edit Lines > Accounts
4. Click Search icon of Charge account > Enter account in "Search and Select" popup page> Click Create
The above error message is displayed

User is able to create the new account if account is entered directly in Charge account page without opening the "Search and Select" popup page
