Symptoms

On : 12.1.3 version, Tax Set Up, upgrade to Rel 12.1.3

Trying to update the description of the tax rate code the following error message appears:
The patch 16924194 is already applied, but the error is still received.

STEPS

The issue can be reproduced at will with the following steps:
1. Responsibility: Tax Manager
2. Navigation: Configuration > Tax rates
3. Query for tax rate and trying to update the description > Save/Apply and the error message appears

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, users cannot update the tax rate.
