Error 414 Request-URI Too Large When Trying To Login After Applying Patches

EBS 12.2.4 instance was working fine until applying new patches. After the cutover phase and cleanup, login to E-Business Suite only gives a blank white screen.
Tried to Shut the instance down and restarted, again received the same error “414 Request-URI Too Large”.
Shut it down again and ran adautocfg.sh, started app but still get the error.
Applied OIE patches: 21030421 and 22319101. The issue can occur with other patches as well.
