Unable to Collect Changed/Cancelled Orders from Two Different Orgs (Doc ID 2184940.1)

Sometimes a change/cancellation of an order is not be collected by Incentive Compensation.  The issue appears to happen when running order collections for two different operating units.  The order collection programs are scheduled to run periodically.  When an order is cancelled for org 1 and the order collection program for org 1 is run next, the cancellation is collected properly.  However, if the next order collection program ran is for org 2, then the cancellation is not collected into Incentive Compensation. This is correct because the order is for org 1 and the collection is being run for org 2. When the next order collection is run for org 1 the cancellation is also not collected as it is no longer in the ASO feedback queue.
