Pick Release Program Failed To Allocate In Project Enabled Organization (Doc ID 2184955.1)

On : 12.1.3 and 12.2.4 version, Pick Release

When attempting to pick release an order, it completes with a warning and the order is not picked.
The delivery detail shows it is backordered.

The pick release log shows the following message below. This is happening in all Development and UAT instances, for all all items / order lines. The rule strategy being used includes the Default Seeded Pick rule with no restrictions, but pick release is still failing.

Error Messages
"Pick Release process could not allocate XX of item YYYYY for order ZZZZZ as there was insufficient quantity available Or Inventory allocations have failed, and the line has been back ordered.

The issue can be reproduced at will with the following steps:
1. Open the Release Sales Order form
2. Enter picking criteria for order
3. Submit the pick release in Concurrent Mode.
4. Request completes with warning and order is not picked .

But when using "Execute Now" mode then there is no error.
