Rule Utiliziing 'ADD To' Compiles Correctly, but Gives Error When Launching the Model (Doc ID 2185469.1)

Symptoms

On : 12.1.3.31.8 version, Runtime UI

When launching the Runtime model using the Test Model button in Developer, the following error occurs.  This is only happening when there is an active Rule using the ADD TO condition.

STEPS

The issue can be reproduced at will with the following steps:
1. Oracle Configurator Responsibility
2. Configurator Developer Repository
3. Navigate the model,
4. Edit the model,
5. Click on the Test Model button,
6. Exception occurs after selecting the appropriate UI.
