Inconsistent Order Consolidation When MULTISTOP DISABLE SAME OD PAIRING Parameter Set To True (Doc ID 2185519.1)

Symptoms

ACTUAL BEHAVIOR
---------------
2 orders are being planned with the same source and destination. They are being serviced by the same service provider and to be planned on the same equipment. Additionally, bundling has been turned off by setting the following parameters to 0.
MAX WEIGHT PER BUNDLE
MAX VOLUME PER BUNDLE

When the parameter MULTISTOP DISABLE SAME OD PAIRING is set to false in the planning parameter set, the orders consolidate into one shipment which is the desired result because it is cheaper.

When the parameter MULTISTOP DISABLE SAME OD PAIRING is set to true in the planning parameter set, the orders are not consolidated and 2 shipments are built, which is the not desired option because it is more expensive.

In another scenario (same locations and same planning parameter set), 4 orders beings planned with the same origin and destination locations are being consolidated with MULTISTOP DISABLE SAME OD PAIRING = true and bundling turned off.


EXPECTED BEHAVIOR

It is expected to obtain consistent results within shipment building when using the same planning parameter set.

STEPS
-----------------------
The issue can be reproduced with the following steps:

1. Create 2 orders that have the same source and destination locations.
2. Create a planning parameter set that turns off bundling by setting the following two parameters to a value of 0:
MAX WEIGHT PER BUNDLE
MAX VOLUME PER BUNDLE
3. Set the MULTISTOP DISABLE SAME OD PAIRING parameter to true in the same planning parameter set.
4. Bulk plan the two orders.
5. Two shipments will be planned, instead of one consolidated shipment.
