R12:PAY:Costing Errors When Cost Allocation Flexfield Segment Name Is Same as Input Value

Element has input value named "Reference", Cost Allocation Flexfield has a segment also named "Reference".
For UK legislation legislation rule SOURCE_TEXT_IV has the value Reference.
When attempting to run Costing, the following error occurs:

No suspense account in pay_payrolls_f table.
value XXXX for the flexfield segment REFERENCE does not exist in the value set XXXX
invalid code combination:

This can happens for any other legislation when input value of an element has the same name as a segment in Cost Allocation Flexfield and the same name as rule_mode for SOURCE_TEXT_IV legislation_rule

Steps to Reproduce:
The issue can be reproduced at will with the following steps:
1. Run Costing.
2. Error occurs on all the assignments having this element.
