OTL Workflow Is Not Sending Approval Emails Unless MO: Operating Unit Profile Is Set at Site Level (Doc ID 2186096.1)

Symptoms


If the MO: Operating Unit profile is set at any level except the Site Level, the workflow errors with:

HXCEMP  APPROVAL_NOTIFICATION/TC_APR_NOTIFICATION ERROR #MAIL 502342271 162746 OPEN 27 WF_ERROR [WF_ERROR]
ERROR_MESSAGE=ORA-24010: QUEUE APPLSYS.WF_NOTIFICATION_OUT does not exist  ERROR_STACK=WF_EVENT_OJMSTEXT_QH.enqueue(APPLSYS.WF_NOTIFICATION_OUT,
SQL error is
ORA-24010: QUEUE APPLSYS.WF_NOTIFICATION_OUT does not exist)
Wf_Event.Enqueue(oracle.apps.wf.notification.reassign, WF_EVENT_OJMSTEXT_QH)
Wf_Event.Send(oracle.apps.wf.notification.reassign)

Steps to Reproduce:
The issue can be reproduced at will with the following steps:
1. Create timecard and submit
2. The notification is seen in notification page but not sent by email
