12.2 Preexisting Salary Record is Unnecessarily Updated with Incorrect Information

ACTUAL BEHAVIOR --------------- Preexisting salary record gets unnecessarily updated with incorrect information
Salary record before change: Last Updated By: 7075 Last Update Date: 07-May-2015
Collective Agreement removed just for testing purpose. Date tracked to 4/27/2015
After CBA field was removed, the salary record for 'Reason for Change' automatically reset from Reclassification to Grade / Step Progression. Last Updated By id changed from 7075 to 8887 and Last Updated Date changed from 07-May-2015 to 12-Jun-2015.
EXPECTED BEHAVIOR ----------------------- The only thing that changed in the record was CBA, so none of the other data should have been updated.
Patch 19644839 was provided for this issue at the 12.1.6 code level. Patch 21249357:R12.PER.B was provided for this issue at the 12.1.8 code level.
Issue is recurring again in 12.2.
BUSINESS IMPACT ----------------------- The issue has the following business impact: Due to this issue, the employee salary data is incorrect.
