Can We Stop Creating Batch If System Show Material Shortage (Doc ID 2186453.1)

Goal

How can we stop generating/creating Batch Planned order if system un-able to reserve stock and Select Available inventory show some ingredients don't have required quantity ?

 At present system give us message/warning that following items does not have stocks and allow to create batches.
