Is the negative cost against the item cost of sub element supported?

There is following description in Subelements section in Oracle Cost Management User's Guide 12.1 P1-5

Note: Negative item costs are not supported in Oracle Cost Management.

But if the negative cost setting is for only sub elements level, will it be no problem?
