12.2.5 Cannot Invoke a Service due to "User is not authorized to execute the service" Error (Doc ID 2186725.1)

When attempting to invoke the BSO PurchaseOrder web service
the following error occurs.

The issue can be reproduced at will with the following steps:

1.Click on web service end point URL in web browser
2.Enter the SOAP header and input values.
3.Click Invoke
