Quickpay Fails For Virgin Island Employees After HRMS RUP9 And Q2-2016 Patching

In Oracle Payroll 12.1 HRMS RUP9, when submitting a Supplemental Earnings Quickpay for a Virgin Islands employee the following error is returned.
Value exceeded allowable range (line 789 of US_TAX_VERTEX_HOME)
Cause: Caused by Oracle error 6502 occurring during the execution of the formula which is raised when an arithmetic conversion error, or string truncation error occurs.
Steps to Reproduce:
1. Applied <Patch 21980909> - 12.1 HRMS RUP9 (R12.HR_PF.B.delta.9)
2. Submit a Quickpay Supplemental Earnings run for an employee living and working in Virgin Islands
