Unable to Log In with BI Publisher 12c with Local SuperUser account

BI Publisher 12c Enterprise, Integration Apps issues
On BI Publisher 12c login with Local Superuser account does not work.
When we look at the configuration of BI Publisher, we no longer have a Superuser configured.
When we add it back we are unable to log in with the user.
No error is given on the screen, it just reverts to the login screen.
We are still able to log in as weblogic.
If we try to log in as a made up user, we do get an error.
There are entries added to bipublisher.log file during the failed attempt.
