Why is Customer Button on Account Tab Read Only After the application of patch 22534844:R12.IEX.B? (Doc ID 2187811.1)

Goal

After the application of patch 22534844:R12.IEX.B or upgrade to 12.2.6, the customer button on the account tab is now read only/query only.   How do we get the Customer Button to allow updates to the Customer Master?
