INV: Override Neg for Backflush = Yes, But Negative Inventory Is Not Allowed For Backflush in Process Manufactuing (OPM) Enabled Organization ?

Symptoms
On : 12.2.4 version, Inventory Transactions
Negative inventory is not allowed for Backflush
The expectation is user should be allowed to perform WIP issue against OPM Batches to the batch even though it will drive the inventory negative. but instead we are getting a error
ERROR

APP-INV-05443: Negative balances not allowed.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Setup > Organization Parameters > Allow Negative Inventory Balances is unchecked
2. Profile GMI: Allow Negative Inventory is set to 'No' @ site level
3. Profile INV: Override Neg for Backflush is set to 'Yes' @ site level.
