Performance Issue When Clicking on Item LOV Under Charges Tab In Create Service Request Form

On : 12.1.3 version, Charges UI, APIs, and schema

When adding new charge line, selecting the item is taking long time.

Selecting a item should not take more time when adding the new charge line under charges tab in service request form.

The issue can be reproduced at will with the following steps:
1. Navigate to Service (R) -> Service Requests -> Create Service Request
2. Open SR and click on Click Charges tab.
3. Enter a new line for an item under actions tab and it takes long time to populate.
