New Hire Life Event is not Starting on Hire Date (Doc ID 2188864.1)

On : 12.1.9 version, Advanced Benefits

New Hire Life event starts coverage on the date the life event was processed, not the effective date of the life event.

Expect the New Hire Life event to start coverage as of the Hire Date.

The issue can be reproduced at will with the following steps:
1. Hire new employee as of 22-Aug-2016.
2. New employee completed his benefits enrollment on 20-Sep-2016.
3. Enrollments show Start Date of 20-Sep-2016, not 22-Aug-2016 as expected..

New Hire life event was voided and reprocessed on 20-Sep-2016.

The issue has the following business impact:
Due to this issue, the new hire does not have correct coverage from his start date.
