Cannot Update Item Instance Item Condition Field In Item Instance Edit (Doc ID 2188899.1)

ACTUAL BEHAVIOR
--------------------------
After apply patch 21224253:R12.CSI.B and patch 22153210:R12.CSI.B, user now can use open interface and HTML UI to create item instance with proper item condition, however, once item condition is created, it is not update-able in HTML IB UI

WORKAROUNDS
------------------------
Must use API to update item condition

EXPECTED BEHAVIOR
-------------------------------
Item condition should be update-able when the item instance is update-able from HTML UI

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create Item Instance with Item condition value
2. Query Item instance and found Item condition is not update-able

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
The item condition field is very important for both for current condition, as well as historical, so the field need to be updatable after the item condition is created in order to monitor the serviceable life cycle of the item instance. The API and forms support the value for initial creation, but only the API supports the update. The need to change the item condition is most often done to individual parts, so making it updateable via the install base forms is required to properly track this change during the life cycle of the part or asset.
