Planned Effort defaulting to 0  and cannot change it

EXPECTED BEHAVIOR

Expect Planned effort to be shown displayed correctly

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Apply Patch 23582753:R12.CS.B
2. Create Service Request
3. Create Task
