R12: Poor Performance With Project List, Simple Search, Advanced Search (Doc ID 2189216.1)

Symptoms

On 12.2.4 version, some users have issue with Project list, Simple search, Advanced search forms. It works and loads very slowly.

It may take about 60 seconds to have the Project List displayed.

Other users don't have any performance issues.

Expected that these OAF pages work the same as for all other users.
