R11i: R12: OIE: WF Notifications for a Terminated Employee Does Not Contain the Employee Name

Request Approval from Approver notification
WF Notifications "Request Approval from Approver" for expense reports created for terminated employees do not contain termed employee name in the Subject line of the Notification.
Expect the Subject line of the notification to contain the employee's name as it would for Active employees in the format of "Expense <DOCUMENT_NUMBER> for <EMPLOYEE_NAME> for <DISPLAY_TOTAL>
The issue can be reproduced at will with the following steps:
1. Using an Authorized Delegate, enter an expense report for a Terminated employee and submit it for approval via the OIE application.
2. The notification "Request Approval From Approver" is generated however the subject line is missing the employee's name.
