Serial number stays in shipping organization with status 4 after direct organization transfer  

Performing direct organization transfer for an item with serial control (at receipt in shipping organization and at sales order issue in receiving organization).

Issue is serial numbers are staying in shipping organization with status 4 even after shipment and are not getting transferred to destination organization.

Expectation is that serial number status to update after shipping via direct organization transfer

The issue can be reproduced at will with the following steps:
1. Navigate to Inventory > Transactions > Transaction Open Interface
2. Select Header, Transaction, or Item if needed
3. Click Find, select the appropriate record
4. Note the serial number in the transaction
