BI Publisher 12.2.1.1.0, Report Conversion to BI Pub issues
After a BI Publisher upgrade from 11g to 12c, report parameter prompt defaults to first value of LOV instead of displaying 'All'.
EXPECTED BEHAVIOR

Parameter prompt should default to 'All'.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a report with parameter.
2. Select default value.
3. Select 'Multiple Selection' and 'All Values Passed'.
4. Execute report online and see that the parameter prompt defaults to first value of LOV.
