Symptoms

ACTUAL BEHAVIOR
---------------
When running a rate inquiry (RIQ) in OTM, a source location and destination city, province and country code are defined. The rates returned from OTM include some rate records that have certain conditions which constrain the rate record to a defined set of cities which do not match the destination city, province, and country code that were input in the RIQ screen.

EXPECTED BEHAVIOR
-----------------------
It is expected that the RIQ results only display rates that fulfill the conditions defined in each respective rate record. A rate record result should not be returned if its conditions are not met by what is inputted in the rate inquiry.

STEPS
-----------------------
The issue can be reproduced with the following steps:

1. Create a rate record with the condition "Stop Region (restricted by region group assigned to rate offering, if it exists) with a region specified. Assign the rate record to an existing rate offering
2. Navigate to Ask OTM -> Rates
3. Input a source location
4. Input a destination city, province, and country code.

Note: Ensure that your destination inputs will return more than one valid rate record. Also ensure that your destination inputs do not meet the rate record condition set in step 1.

5. Click Search
6. All valid rate records are returned including the rate record created in step 1 although the rate record conditions were not met.
