Missing Attachments When Sync From MFS (Doc ID 2190363.1)

Symptoms

ACTUAL BEHAVIOR
---------------
When adding attachments, the Service report as attachment in MFS multi-platform app and syncing to make it available in EBS , some attachments are missing in EBS after syncing.
The issue is happening intermittently and it is difficult to be replicated.


EXPECTED BEHAVIOR
-----------------------
All the attachments should be available after syncing.


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Logon to MFS
2. Upload Service report as an attachment
3. Perform a synchronization
4. Some attachments are missing
