Workflow Notification Mailer is currently stopped in Production and is not restarting.  Trying to Start the
When trying to start the Workflow Notification Mailer  get the error “The Service Component Container is not running.”

Go to the Service Components and attempt a Start All for Workflow Mailer Service, Workflow Document Web Services Service and Workflow Agent Listener Service, the State eventually becomes Activated, but the Status remains with a red x in all 3 services.  And Actual is 0 Target is 1

Viewing the log of the Workflow Notification Mailer is showing:
LOG_ID_UNKNOWN : oracle.apps.fnd.cp.gsc.Logger.Logger(String, int) : Logging to System.out until necessary parameters are retrieved for Logger to be properly started.
