Performance issue in learner group list of values (lov) on learner access:add access by learner group page.

Customer is still seeing a performance issue with this  LOV even after Patch 19563452:R12.OTA.B has been applied.

In some instances the system actually times out and generates an error.


Internal Server Error issue is intermittent.

The issue can be reproduced at will with the following steps:
Per the user they usually go to the search (magnifying glass) and enter in a partial class name however after clicking on the Go button there is no indication that anything is happening and they THINK that when they click the Go button a second time that seems to be where they run into the Internal Server Error. If the go button is only clicked once then the LOV will eventually populate/display however it normally takes 3-10 minutes to display
