Duplicate Order Lines Created When Order Is Placed from IStore

On : 12.1.3 version,

Customer has a modifier "Buy One Get One" Promotion defined.

When the customer buys item A, they get one of item B. When item A is ordered in iStore , the resulting sales order line for promotional item is created twice, so there are 2 line items for item B.

Expect only one Get One free item to be applied.

The issue can be reproduced at will with the following steps:
1. iStore, search for item A, place it in the cart
2. Place the cart as order
3. Query the order and notice the duplicate lines

 This does not happen in OM on a standalone sales order.

The issue has the following business impact:
Due to this issue, an incorrect number of free items are sent to the customers.
