Unable To Query Any Specific Record In Service Request Attribute Configuration Form

On : 12.1.3 version, Setup flow, Production instance:

Users are unable to successfully execute a partial search in service request attribute configuration form.  Its very time consuming for the users to search the data by scrolling down.

System should return the specific records when pressing F11 and querying with some value and again pressing Ctrl F11. It should not return all the data.

The issue can be reproduced at will with the following steps:
1. (R) Service
2. (N) Setup > Mapping >Extended Attribute Mapping
3. Preformed a partial search on Name column: Press F11 and Query with some value and again press Ctrl F11. System will not display the specific records. It will return all data
