Change Strategy Button Assigns Strategy with Null ORG_ID (Doc ID 2192940.1)

When assigning a new strategy using the 'Change Strategy' button in the Strategy tab, the strategy is assigned without an ORG_ID in IEX_STRATEGIES.  Because of this, the strategy cannot be seen in the strategy tab.

When customer uses the 'IEX: Strategy Mangement' program, it correctly assigns a strategy with an org_id.

Steps to Reproduce:

Responsibility: Collections Agent
: Collections

  1. Use the Change Strategy button to assign a new strategy.
  2. Refresh the screen and try to view the new strategy, it doesn't show.
