Symptoms
When attempting to create an application for an Ex-Applicant, the following error occurs.

In HR:
If you are using an API then please rerun the script that calls the API. Doing this enables the application to generate a sequential number automatically.
In iRecruitment:
You are no longer permitted to enter a number for this person. Please close and reopen the application window you are using.
If you are using an API then please rerun the script that calls the API. Doing this enables the application to generate a sequential number automatically.
Steps to Reproduce:
The issue can be reproduced at will with the following steps:
Core HR:
1. Choose the HR responsibility being used, e.g. US Super HRMS Manager.
2. Navigate to People-> Enter and Maintain.
3. Query the ex-applicant.
4. Set the field Action to 'Create Application'.
5. Save the changes.
iRecruitment:
1. Choose the responsibility iRecruitment Recruiter.
2. Navigate to iRecruitment Home-> Vacancies.
3. Search for a vacancy.
4. Select the vacancy from the list and click 'Add Applicant' link.
5. Search for the ex-applicant.
6. Select the ex-applicant from the list and click Next.
7. Enter the required information in the succeeding pages and click Next.
8. Click the Finish button in the Application Review page.
