An Existing Collection Plan Cannot Be Viewed

Create a collection plan. After saving it, it cannot be seen in a LOV. Try and re-create it and see the following error message
"APP-QA-16173: This plan already exists in the current organization or another organization. You entered a duplicate value that must be unique for every record."
It means that this plan has existed. However, why can it not be viewed in the LOV?
