Advanced Search Criteria List of Values (LOV) Is Triggered When Choose "Starts With" or "Contains" -- Only Expect LOV For "Is" Operator (Doc ID 2194508.1)

The list of values appears when the user is entering "starts with" and "contains" criteria.

What is working
This worked correctly in R12.1.3.

Expected Behavior
Expect 'starts with' and 'contains' to NOT trigger the list of values.

1. Choose development manager (or product data hub data Librarian) > Item Advanced Search
2. Add criteria
3. Select a UDA with a list of values (LOV)
4. Add attribute
5. Select starts with/contains
6. The LOV ICON is appearing


Upgraded to R12.2. Worked on R12.1.3.
