Problem Statement:
After applying 12.1 HRMS RUP9 and later when attempting to submit or approve a timecard via self-service notification,
the following error occurs.

Steps to Reproduce:

The issue can be reproduced at will with the following steps:
1. Responsibility -> OTL Self Service Timecard
2. Create Timecard
3. Submit Timecard
4. Responsibility -> Manager Self Service, click on Notification
5. Approve Timecard
6. Error occurs
7. Go back to the Notification, Click Request for More Information
6. Responsibility -> OTL SS Timecard
7. Open Notification and Click Submit.
8. Error occurs
