Symptoms
Problem Statement:
Purchase Order(PO) list-of-values does not show any values on the timecard
Steps to Reproduce:
The issue can be reproduced at will with the following steps:
1. As a contingent worker, access responsibility -> OTL Self Service
2. Create Timecard
3. Fill in Project, Task
4. Try to fill in PO field
