Item is not Purchasable for the Destination Specified While Returning Requisition After Canceling one line with Inactive Item

On : 12.2.4 version, Catalog Shopping
When attempting to submit the returned requisition after canceling one line which has an inactive item
the following error occurs.
1. Item XXXX-XXX-XXX is not purchasable for the destination specified. Please select another item or contact your purchasing administrator.
2. Item was not added to cart. It is invalid for your organization. Contact purchasing administrator
STEPS TO REPRODUCE
The issue can be reproduced at will with the following steps:
1. Login to iProcurement
2. Create a requisition
3. Return the requisition as UOM is incorrect
4. Cancel the line
5. Inactivate the item
6. Submit the requisition again and get the error
