Sales Order Header Is Closed Even Though There Exist Open Lines Associated To It.

Symptoms
On : 12.1.3 version,
ACTUAL BEHAVIOR
---------------
There are Sales Orders where Order Headers are closed though there are open lines attached to these orders.
EXPECTED BEHAVIOR
-----------------------
Order Headers should not get closed if there is any open sales order line attached to it. Order Header should get closed when all the lines in Sales Order get closed.
STEPS
-----------------------
The issue cannot be reproduced at will. But can be seen with the following steps:
1. Go to Order Management Super User Responsibility > Orders, Returns > Query the Sales Order from Sales Order Form
2. See the Header Status, It is Closed.
3. Go To Line Items tab and find that Line Status is Still Open.
