"First Responder Wins" Not Working With More Than One Approver Group for E-Signatures (ERES) (Doc ID 2195861.1)

Approval Group "First Responder Wins" not working when follow up approver also "First Responden Win"

Simple requirement we have 3 level approval in Transaction Type "GMD ERES Specifications Event" which in every group only one person that required to approved. If one of each group have approved the specification, than notification will be sent next approval group which also required one of approvers that exist in that next approval group.

Group A consist of 3 person: A1, A2, A3 --> First Responder Wins
Group B consist of 4 person: B1, B2, B3, B4 --> First Responder Wins
Group C consist of 2 person: C1, C2 --> First Responder Wins

Our requirement is as follow:
1. approval request notification first received in group A which is all 3 persons in group A will received notification
2. If A1 approved the request than A2 and A3 do not need to approved since it First Responden Win, notification will be sent to Group B and each person will received notification.
3. If B2 approved the request than B1 and B3 and B4 do not need to approved since it First Responden Win, notification will be sent to Group C and each person will received notification.

But those above scenario does not happen, in group A after receiving notification and A1 approved the request, the notification does not forward to Group B. Instead, all other person in Group A should approved the notification than it go to group B. Not expected behaviour.
