Program IN: Invoice (810/INVOIC) errors out (shortname=ECEINI)

Staging for transaction INI.
Program Error: UTL_FILE. The file could not be opened or operated on as requested.
Program level EC_INBOUND_STAGE.LOAD_DATA: Please check the log file, correct the problem, and try again.
SQL error message ORA-29283: invalid file operation
ORA-06512: at "SYS.UTL_FILE", line 536
ORA-29283: invalid file operation.
