ACTUAL BEHAVIOR
---------------
India-TDS Processing taking long time to complete .
There are two issues in here
a. The request India-TDS Processing Concurrent is taking very long time to complete, on Production Instance after R12.2.4 Upgrade.Please look into the issue at utmost priority.
b. The concurrent is actually in pending standby status for almost few hours and then getting assigned to the concurrent manager.
EXPECTED BEHAVIOR

Expected that the concurrent shouldn't be stuck in queue.
STEPS
-----------------------
The issue can be reproduced at will with the following steps:
On Validating invoice with TDS Taxes, observed that the concurrent program
is getting struck for longer time in the before getting picked up for running.
BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot generate TDS invoices and impacting their entire TDS invoice generation.
