"Collective Agreement Entitlements" are not Automatically Updated after R12.1 RUP8 Upgrade

After R12.1.3RUP 8 upgrade, when hiring a new employee once the collective agreement and the professional category fields are saved, Collective Agreement Entitlement element entries are not getting created automatically.
When saving a new employee Collective Agreement Entitlement element entries should get created automatically.
WHAT IS WORKING:
If running Running the Collective Agreement Entitlement Evaluation Process the entries are created.
The issue can be reproduced at will with the following steps:
1. HRMS Manager
2. People: Enter and maintain
3. Enter a new employee and add collective agreement and the Professional category fields.
4. Check the element entries and they are not created
