When RFQ Is Cancelled Email Notifications Are Not Getting Generated

When RFQ is cancelled email notifications are not getting generated

When RFQ is Approved, emails go out to all the invited suppliers this functionality works fine in 12.2.4, but when it is Cancelled, the RFQ do not sent any emails going out to the suppliers saying "RFQ got cancelled"
and there is error in the wf_notifications table.

The issue can be reproduced at will with the following steps:
1. Cancel RFQ
2. WF error notification is sent
