ACTUAL BEHAVIOR

When trying to submit a purchase requisition, cannot select another requester from the same business group. Instead, we can see employees from a different business group.
In Core Purchasing, can select the proper requester who belongs to the same business group as the Preparer.

Applied <Patch 14730574:R12.ICX.B> and the issue is still present.

Also, the following profiles are set:
"POR: Override Requester" Set to "By All" at user and responsibility level.
"HR: Cross Business Group" Set to Yes at User/Responsibility level.

EXPECTED BEHAVIOR

When we are trying to submit a purchase requisition, we should select another requester from the same business group.

STEPS
-------
The issue can be reproduced at will with the following steps:
1. Log in as user ABC and Open iProcurement page, then add an item to the cart. Next click view cart and checkout button.
2. Then click checkout button.
3. Search for requester AAAA, but no records are displayed.
   Please note below user belong to the same business group, but they can see each other when submitting a PR.
