R12 E-Business Suite Applications Framework Error 'java.sql.SQLException: ORA-01017: invalid username/password; logon denied' When Running OAF Forms From JDeveloper For OA Extensions After Case-Sensitive Password Changes (Doc ID 2196763.1)

Using jDeveloper with OA Extensions <Patch 9879989>, the steps in the below document result in an error:
<Note 1581584.1> - Enabling the Oracle Database 11g Case-Sensitive Password Feature for Oracle E-Business Suite Release 12.1.1

1. Stopped the EBS processes
2. Changed all passwords to upper case via FNDCPASS to ensure all passwords are in a known state.
3. Changed SEC_CASE_SENSITIVE_LOGON=TRUE in the DB and bounced the DB.
4. Used FNDCPASS to set all passwords to mixed case.
5. Restarted all the EBS processes.

After completing the above steps developing and debuging extensions does not work due to the case sensitive password changes.

Connecting to the Jdeveloper Development instance works for the actual project and in the default project settings.

However when running a page from JDeveloper against the DB with case sensitive password changes the runregion.jsp starts but fails with the following:

'java.sql.SQLException: ORA-01017: invalid username/password; logon denied'
